DID YOU KNOW THAT THE BERTHOUD FIRE PROTECTION DISTRICT LOST $295,000 OF POSSIBLE REVENUE LAST YEAR DUE TO THE GALLAGHER AMENDMENT’S REDUCTION OF THE RESIDENTIAL ASSESSMENT RATE FROM 7.96% TO 7.2%, AND THAT B.F.P.D. IS PREDICTED TO LOSE AN ADDITIONAL 15% OF REVENUE FROM PROPERTY TAX IN 2019 IF THE RATE DROPS FROM 7.26% TO 6.11%?

What is the “Gallagher Fire” and how is it affecting Fire District’s throughout Colorado by reducing property tax revenues? Watch the following video for a summary of the issue:

Berthoud Fire Protection District saw a loss of $295,000 of possible revenue last year due to the Gallagher Amendment’s reduction of the residential assessment rate from 7.96% to 7.2%. Berthoud Fire is projected to lose and additional 15% of revenue from property tax in 2020 if the rate drops from 7.2% to 6.11 as projected.

On September 2018, the Fire District’s Board of Directors adopted a Resolution calling for an election on November 6, 2018 to seek voter approval to stabilize, long term, its property tax revenue through the following Ballot Issue:

BERTHOUD FIRE PROTECTION DISTRICT BALLOT ISSUE 7B

IN ORDER TO SUSTAIN ADEQUATE FIRE, RESCUE, AND EMERGENCY MEDICAL        SERVICES, AND ONLY IF THE RESIDENTIAL ASSESSMENT RATE IS REDUCED BELOW THE CURRENT RATE ESTABLISHED PURSUANT TO SECTION 3 OF ARTICLE X OF THE COLORADO CONSTITUTION, SHALL THE BERTHOUD FIRE PROTECTION DISTRICT (DISTRICT) BE PERMITTED TO ADJUST ITS PROPERTY TAX MILL LEVY TO OFFSET ANY DECREASE IN REVENUE CAUSED BY THE REDUCTION OF THE RESIDENTIAL ASSESSMENT RATE; AND SHALL SUCH TAX PROCEEDS BE COLLECTED AND SPENT BY THE DISTRICT AS VOTER APPROVED REVENUE AND SPENDING CHANGES IN EACH YEAR, WITHOUT REGARD TO ANY CONSTITUTIONAL OR STATUTORY SPENDING OR REVENUE LIMITATIONS CONTAINED IN ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION AND SECTION 29-1-301 OF THE COLORADO REVISED STATUTES?
